CONCLUSIONS
Based on the findings of the 1988 asbestos exposure survey and the currently incomplete contamination characterization of environmental media at the site, the site is being characterized as a public health hazard because of past exposure and an indeterminate hazard for the present exposures.
The data and information developed in the preliminary public health assessment for the Blackburn and Union Privileges site, Walpole, Massachusetts, have been evaluated by ATSDR's Health Activities Recommendation Panel (HARP) for appropriate follow-up with respect to health actions. Because of probable past exposure to asbestos and possibly other contaminants, and because of community health concerns regarding adverse health effects, the HARP has determined that follow-up actions are indicated. Specifically, the HARP determined that community health education performed by MDPH was appropriate and that health professions education is indicated. In addition, because of the cases of mesothelioma and lung cancer in the community, the panel determined that additional review of health statistics is needed. Additional follow-up actions will be considered by HARP after the results of the Health Statistics Review is completed.
The Public Health Action Plan (PHAP) for the Blackburn-Union Privileges site contains a description of actions to be taken by ATSDR and/or the MDPH subsequent to the completion of this preliminary public health assessment. The purpose of the PHAP is to ensure that this preliminary public health assessment not only identifies public health hazards, but provides a plan of action designed to mitigate and prevent adverse human health effects resulting from exposure to hazardous substances in the environment. Included is a commitment on the part of ATSDR/MDPH to follow up on this plan to ensure that it is implemented. The public health actions to be implemented by ATSDR/MDPH are as follows:
This activity will be conducted by the MDPH in conjunction with the ATSDR Division of Health Education and the local medical community. However, the exact nature and focus of this education program will depend on the results of the additional health statistics review and subsequent evaluation by MDPH and ATSDR's HARP.
ATSDR will reevaluate and expand the Public Health Action Plan before public comment and when needed. New environmental, toxicological, or health outcome data, or the results of implementing the above proposed actions may determine the need for additional actions at this site.
The public health assessment for the Blackburn and Union Privileges (South St.) site was prepared by the Massachusetts Department of Public Health under a cooperative agreement with the Agency for Toxic Substances and Disease Registry (ATSDR). It is in accordance with approved methodology and procedures existing at the time the public health assessment was begun.
The Division of Health Assessment and Consultation, ATSDR, has reviewed this public health assessment, and concurs with its findings.
