Based on the information reviewed, this site poses an indeterminate public health hazard.
Although there are no data or evidence that indicates there are completed exposure pathways of
public health concern, there is insufficient information about a number of potential pathways of
exposure. These data gaps and other conclusions are listed below.
The number and location of private wells within a 1-mile radius of the site is not known.
Two residential areas, King's Court Trailer Park and another unnamed residential area, are in
the path of the contaminated groundwater plume. These residential areas receive their drinking
water from Kingsbury Industrial Development Park. These wells are currently safe to use for
potable water, but there is a potential for possible exposure to contaminated groundwater if
remediation is not continued at the site.
Three groundwater plumes exist on site and are moving south-southwest. Several industries
still operate on site, but are not using the groundwater for drinking.
The on-site surface and subsurface soils are contaminated with heavy metals and VOCs at
elevated levels.
There is the potential for soil gas to migrate off-site and accumulate in basements. No in-door
basement air sampling has been done.
Contaminants have migrated off-site to the Kingsbury Creek, Travis Ditch, and the Kankakee River sediments.
The facilities on One-Line and Two-Line Roads contain friable asbestos materials.
Hantavirus is not a major health concern at the site. Proper notification of workers was made
with regard to use of personal protective equipment while working in abandoned buildings.
The munition bunkers at the Space Leasing Facility (area F) may contain unstable munitions
or improperly dispersed chemical waste.
Wildlife and nearby crops could potentially bioaccumulate site contaminants. There is no
information as to whether contaminant uptake has occurred or whether human consumption of
plants and wild game is frequent enough to pose a health concern.
When indicated by public health needs and as resources permit, the evaluation of additional relevant health outcome data and community health concerns, if available.
Conduct a well survey of a 1-mile radius around the site.
Conduct groundwater monitoring to determine the extent of contamination and to ensure that all private and public water supplies remain unaffected by site contaminants.
Evaluate the potential for soil gas migration into residential areas.
Monitor the levels of contaminants in Kingsbury Creek, Travis Ditch, and the Kankakee River to ensure that site-related contaminants are not increasing.
All workers wear appropriate personal protective equipment during on-site activities which
may involve contact with contaminated surface soil, subsurface soil, groundwater, surface water,
ambient air, Hantavirus-carrying white deer mice, and friable asbestos.
Inspect the munition bunkers at the Space Leasing facility (area F) for unstable munitions or improperly disposed chemical waste.
Health Activities Recommendation Panel Recommendations
In accordance with the Comprehensive Environmental Response Compensation, and Liability
Act of 1980 as amended, ATSDR and the state have evaluated the Fisher-Calo Chemical site for
appropriate health follow-up activities. Due to the lack of human interaction with a pathway of
exposure and the lack of any indications or allegations of adverse health outcomes, no follow-up
activities are planned at this time. If data become available that suggest human exposure is
occurring or has occurred in the past, additional follow-up activities will be considered.
Public Health Action
Based on the recommendations made in this public health assessment, the following public
health actions have been or will be undertaken.
The ISDH and ATSDR will cooperate with the appropriate state and federal agencies to pursue the implementation of the recommendations outlined in this public health assessment.
