PUBLIC HEALTH ASSESSMENT
GROVELAND WELLS
GROVELAND, ESSEX COUNTY, MASSACHUSETTS
Based on the information reviewed, ATSDR and MDPH has concluded that this site posed a past public health hazard because of the potential risk to human health resulting from past exposure to hazardous substances that may result in adverse health effects. As noted in the public health implications section, exposure to hazardous TCE levels via ingestion of municipal drinking water probably occurred prior to 1979. Currently, there is no public health hazard associated with the site.
In order to protect the public health of individuals engaged in activities on or near the Groveland Wells site, the MDPH in conjunction with ATSDR puts forth the following recommendations:
HEALTH ACTIVITIES RECOMMENDATION PANEL (HARP) RECOMMENDATION
The data and information contained in this public health assessment
for the Groveland Wells site is currently being evaluated by
ATSDR's Health Activities Recommendation Panel to determine
appropriate follow-up health activities. Since citizens of
Groveland and West Newbury were at risk of exposure to TCE in the
past and allegations that neurobehavioral disorders resulted from
such exposure, the panel determined that those individuals believed
to be exposed to TCE be considered for ATSDRs TCE subregistry. The
subregistry has, however, reached full capacity and therefore no
new individuals can be presently enrolled. Health information and
pertinent findings pertaining to this subregistry should also be
disseminated to the citizens from these communities. Furthermore,
the panel determined that the agency in conjunction with the
Massachusetts Department of Public Health should assess the
feasibility of conducting a community health investigation of
neurobehavioral deficits in the impacted communities. Finally the
panel recommended that a dose-reconstruction be conducted so that
the length of time residents of Groveland and West Newbury were
exposed to TCE-contaminated drinking water can be more accurately
estimated.
The Public Health Action Plan for the Groveland Wells NPL Site contains a description of actions to be taken by ATSDR and/or the MDPH at and in the vicinity of the site subsequent to the completion of the this Public Health Assessment. For those actions taken at the site, please see the Background section of this document. The purpose of the PHAP is to ensure that this health assessment not only identifies public health hazards but provides a plan of action designed to mitigate and prevent adverse human health effects resulting from exposure to hazardous substances in the environment. Included is a commitment on the part of ATSDR/MDPH to ensure that it is implemented. The public health actions to be implemented are as follows:
CERTIFICATION
The public health assessment for the Groveland Wells site was prepared by the Massachusetts Department of Public Health under a cooperative agreement with the Agency for Toxic Substances and Disease Registry (ATSDR). It is in accordance with approved methodology and procedures existing at the time the public health assessment was begun.
