PUBLIC HEALTH ASSESSMENT

HANLIN-ALLIED-OLIN
MOUNDSVILLE, MARSHALL COUNTY, WEST VIRGINIA

ATSDR considers this site an indeterminate public health hazard. This conclusion is primarily based on the following:

o	Off site -- The levels of past ambient air exposure are uncertain.
o	Off site -- Soil sample data for adjacent/nearby property are not available.
o	Off site -- The level of exposures to contaminants in river water, sediment, and fish and their relationship to site releases cannot be reliably estimated.
o	On site -- There are present uncertainties about criteria for future site remediation, and also the ultimate site use and its associated potential exposures.
o	On site -- The level of exposure to contaminants in ambient air, soil, and waste, for past, current, and future workers cannot be reliably estimated largely because of gaps in sampling data and because of mitigation achieved by worker protection measures.
o	On site -- The level of exposure for past workers to contaminants in on-site drinking water when it was supplied by the Ranney well cannot be estimated because of lack of sampling data.

Surface soil samples are needed off-site to evaluate exposure potential on adjacent or nearby residential and golf course properties.
The few contaminants being analyzed for in the golf course irrigation well samples may not provide an adequate indicator of the groundwater contaminant plume migration should such migration be occurring now or occur in the future.
ATSDR believes that the frequency, magnitude, and duration of contaminant exposures associated with river water and sediments are not likely to be at levels that would be a public health concern. Thus, although few sediment analyses are available and no nearby river water samples have been taken, ATSDR is not requesting sampling of those media. However, state and federal regulatory programs may require river water and sediment sampling.
Sodium and manganese exposures occurring through the Moundsville water system may cause an adverse health effect in some persons. Conceivably, PSD2 users also might also be affected via water purchases from the Moundsville system. The contaminants and exposures are not site related.

RECOMMENDATIONS

Conduct surface soil sampling on adjacent and nearby residential and golf course properties.
Analyze at least one of the quarterly water samples taken from the golf course irrigation well each year for a more comprehensive set of organic compounds (include at least TCA and TCE). That information should be used as an "early indicator" for evaluating the long-term viability of the PSD2 wells further south.
ATSDR should evaluate public health issues that may be associated with any off-site surface soil sampling data that becomes available.
ATSDR has requested data for plant potable water quality for the time period that water was supplied by the Ranney wells--water quality both before and after a carbon filter was installed is of potential interest. It the data exist and are delivered ATSDR will review it and recommend any appropriate followup action.
If state or EPA personnel have specific questions about health issues while future remediation and site use criteria are being developed, ATSDR staff could be contacted for input.
Authorities should continue to monitor the levels of manganese and sodium in the Moundsville water supply and take regulatory measures as appropriate. (Note: These contaminants and exposures are not site-related.)

PUBLIC HEALTH ACTION PLAN

The data and information developed have been evaluated to determine whether follow-up public health actions may be warranted. None are indicated at this time. If new information identifies a change in conditions, ATSDR will re-evaluate the site for appropriate public health actions.

CHILD HEALTH ISSUES

ATSDR did not identify any child health issues associated with the site.
