7 CONCLUSIONS

On the basis of available environmental and toxicologic information, ATSDR concludes that the former Morse Cutting Tools site poses a past Indeterminate Public Health Hazard. ATSDR concluded that ambient off-site air represented a past completed exposure pathway. However, insufficient air data were available to determine the extent to which nearby residents were exposed in the past to air contamination; therefore, ATSDR cannot make any conclusive statements on the public health significance of potential past air exposures.

ATSDR further concludes that the former Morse Cutting Tools site in New Bedford, Massachusetts, currently poses No Apparent Public Health Hazard. This determination is made because current exposures to indoor air in off-site residences are unlikely to result in adverse health effects at the contaminant levels detected. Further, this determination is made because potential exposures to the low concentrations of contaminants detected in environmental media to which people might be exposed to are unlikely to have resulted in adverse health effects.

Groundwater contains contamination at levels of health concern for ingestion as drinking water. However, because there was and is no potential for exposure to groundwater beneath the site and surrounding area, ATSDR concludes that area groundwater was not and is not of public health concern.


8 RECOMMENDATIONS

  1. Place institutional controls on groundwater well installation in areas of known contamination to ensure residents drink not contaminated groundwater.
  2. Continue monitoring groundwater contamination on- and off-site.
  3. Continue removing free product from on-site groundwater to prevent further off-site migration of groundwater contamination.
  4. Monitor indoor air periodically to ensure groundwater contaminants are not volatilizing into the air in nearby residences.
  5. Sample the oily sheen on the basement floor of nearby residences to determine if it resembles the free product in on-site groundwater.

9 PUBLIC HEALTH ACTION PLAN

The actions described in this section are designed to ensure that this public health assessment identifies public health hazards and provides a plan of action to mitigate and prevent adverse health effects resulting from exposure to hazardous substances in the environment. ATSDR will evaluate additional environmental data for public health significance, upon request, and revise the conclusions of this public health assessment, if necessary.


10 PUBLIC COMMENT

ATSDR released the Morse Cutting Tools public health assessment for public review and comment from September 28 through December 22, 1999. Upon receiving a request on December 21, 1999 to extend the public comment period, ATSDR extended the public comment period until March 1, 2000. Appendix G contains both the comments received during the public comment period and ATSDR's response to those comments.
