PUBLIC HEALTH ASSESSMENT

PARSONS CASKET HARDWARE COMPANY
BELVIDERE, BOONE COUNTY, ILLINOIS

CONCLUSIONS

On the basis of the information reviewed, IDPH concludes that the Parson's Casket Hardware site poses no apparent public health hazard at this time. No adverse health effects or increased risk of cancer would be expected from estimated exposures presently associated with this site. Soils on the site contain several SVOCs and metals; however, the site is well vegetated and fenced, thereby limiting access to the contamination.

The potential exists for area residents to be exposed to site-related contamination through use of contaminated groundwater in the future. Two separate plumes appear to be affecting area groundwater: a TCE plume apparently originating from the former lagoon on the site, and a PCE plume of unknown origin southwest of the site. Several VOCs have been detected above levels of health concern; however, currently, no exposure to contaminated groundwater is occurring. Area private wells have not been affected by the contamination, although future contamination is possible since contaminants appear to be migrating toward the wells.

RECOMMENDATIONS AND PUBLIC HEALTH ACTION PLAN

IDPH recommends that Illinois EPA and USGS continue to conduct area groundwater monitoring to determine the extent of groundwater contamination and to identify potential contaminant sources. Illinois EPA should ensure that access to on-site soils remain restricted. Plans are in place to continue the monitoring and to maintain site restrictions.
