PETITIONED PUBLIC HEALTH ASSESSMENT
FIELDS BROOK NPL SITE
(SPECIFICALLY CONCERNING RADIOLOGICAL CONTAMINANTS AT RMI TITANIUM COMPANY)
ASHTABULA, ASHTABULA COUNTY, OHIO
ATSDR considers the RMI Extrusion Plant at Fields Brook to be no apparent public health hazard. The available data do not indicate that humans are being exposed or that they have ever been exposed to levels of radioactive contamination off site that would be expected to cause adverse health effects. The available community-specific health outcome data do not indicate that the site has had an adverse effect on human health. There is no present evidence that Fields Brook or its banks exceed guidelines for contamination by radioactive effluents. There is however, evidence of uranium-contaminated soil on, and just outside, the RMI facility.
The contaminated soils with uranium levels greater than 35 pCi/g (the NRC guideline for uncontrolled releases) should be remediated during the site decontamination.
The Comprehensive, Environmental Response, Compensation, and Liability Act of 1980, as amended, requires ATSDR to perform public health actions needed at hazardous waste sites. To determine if public health actions are needed, ATSDR's Health Activities Recommendation Panel (HARP) has evaluated the data and information developed in the RMI Titanium Company Extrusion Plant. Addendum to the Fields Brook Public Health Assessment. HARP determined that the Petitioner and community need assistance understanding their potential for exposure to hazardous substances, and whether illness or injury are likely due to those exposures.
Following review of the HARP recommendations, a statement of public health actions which have been or which will be performed will be included.
