CONCLUSIONS

Because the results from recent sampling events are inconsistent, BPH is not able to determine the level of public health hazard posed by soil contamination on the property. The most recent results do not indicated a significant hazard. Sample results from 1995 do indicate a public health hazard.

Removal of the building would expose contamination at levels of health concern to the surface where people could contact the contaminated soil. The city may be capable of addressing vector control and physical hazards related to the structure. However, the city does not have the ability to evaluate and address the chemical hazards beneath the structure after its removal.


RECOMMENDATIONS

Additional samples should be taken to clarify actual hexavalent chromium conditions in surface soils on the property.

Planning for the removal of the building should involve discussions with EPA's Emergency Response Branch about how to prevent exposure to workers and the public to high levels of chromium found under the building.
